Garden Suites in Niagara St. Catharines, Niagara Falls, Welland and the rest
St. Catharines is the only city in Ontario we know of that posts pre-approved backyard designs with price tags on them: $129,999 to $225,000. Niagara Falls publishes some of the clearest numbers in the province. The big St. Catharines grant, up to $80,000, is closed: the city says the funding is depleted.
At a glance
Prices are the vendors’ published estimates for the unit. Site work, servicing and foundations on your lot are extra.
Yes. Across Niagara’s cities you can usually have a house plus two ADUs, one of them in the backyard. St. Catharines lists four pre-approved designs from 37 m² ($129,999 + HST) to 80 m² (about $225,000). Niagara Falls caps a detached ADU at 6 m with a pitched roof and 1.2 m setbacks. Development charges are exempt for ADUs.
We Build in Simcoe. Here We Help You Plan.
We build in Simcoe County and Georgian Bay. In Niagara we sell lot reports, permit packages and builder calls. No crew, no sales pitch for a building, just the rules and the traps.
Everything below comes from the cities’ own pages and guides, checked in October 2026. Where a number is not published, we say so. Niagara has 12 local municipalities and a Region on top; we cover the three biggest in detail and the rest briefly.
ADU Means Two Things Depending on the City
St. Catharines and Welland: accessory dwelling unit
Both use accessory dwelling unit (ADU). St. Catharines calls the backyard version a detached ADU or exterior ADU, and says detached ADUs are permitted in any residential zone.
Niagara Falls: additional dwelling unit
Niagara Falls says additional dwelling unit, same initials. Its rules split into urban and rural detached ADUs, with different heights for each.
“Garden suite” in Niagara usually turns up in rural townships, meaning a temporary, removable unit. More on the words in our terms glossary.

Credit where due: this is more useful than most city pages in Ontario. Now read what the city also says on the same page. Pre-approval covers the Building Code only. “Pre-Approval Does Not Guarantee Zoning Compliance.” Setbacks are checked lot by lot, and you still submit a building permit with detailed construction drawings and a site plan.
And the price is for the unit. The page does not say who pays for the trench to the house, the sewer connection, a hydro service upgrade, grading, the driveway or the landscaping. On a typical city lot that list can add tens of thousands. Ask each vendor, in writing, exactly where their price stops.

Niagara Falls also bans openings (windows, doors) above 4.5 m on a wall facing a side or rear lot line, and wants a landscaped strip in the side yard next to the ADU. In the R4 zone, lots with ADUs get 45% lot coverage, which lines up with the provincial floor in O. Reg. 462/24.
The St. Catharines Committee of Adjustment notice we cite is one property asking to exceed the accessory limits: 10% total accessory coverage, 4.5 m walls and 6 m overall. Use those as a warning, not a rule book. Confirm the exact numbers for your zone before you design.
Permit First, Then Everything Else
1. Check zoning and the conservation authority
Pull up your zone and check whether the Niagara Peninsula Conservation Authority regulates any part of the lot. Rural Niagara Falls lots also face Minimum Distance Separation from livestock barns.
2. Pick a design, or have one drawn
In St. Catharines, a pre-approved model saves review time on the building. Elsewhere, you need full drawings from a BCIN designer or architect.
3. Building permit
Niagara Falls charges by finished floor area, at a different rate for detached ADUs than interior ones, plus a Zoning Compliance Fee (a separate zoning certificate is no longer required). Dollar amounts are in the city’s fee schedule, not the guide. St. Catharines does not publish ADU review times; it says processing “can vary.”
4. Size the water line
Niagara Falls says the water service from the property line must be sized for the fixture units of both the house and the ADU, with a shut-off valve in each building. If your house has an old, small line, that is a front-yard dig.
5. Inspections and occupancy
Book each inspection before work is covered. Plan your address, mail and garbage pickup with the city before the tenant moves in.
DCs Are Off. So Is the Big Grant.

Ontario’s Development Charges Act exempts a second and third unit on a lot, which covers most backyard ADUs across all 12 Niagara municipalities. If the St. Catharines grant reopens, it will likely be first-come again, so have drawings ready. Watch our grants directory for changes, and see how the DC exemption works.

Where the Niagara Budget Actually Goes
One connection, sized for two
Niagara Falls does not allow separate municipal services for a detached ADU. Everything tees off the house. That makes the trench short, but the existing line has to be big enough for both.
The 45 m rule
The fire path in Niagara Falls is 1.0 m wide, 2.1 m clear, and no more than 45 m from the street to the ADU door. Deep lots fail this. If it cannot be met, the city says the detached ADU will not be permitted.
Rural septic
Rural Niagara Falls ADUs must connect to the existing septic if it was built with the capacity; otherwise a new system. Most older beds were not sized for two households. Septic design runs through SepticReplacement.ca.
Clay and water
A lot of Niagara sits on heavy clay that holds water in spring. A slab on clay needs proper drainage and a geotech opinion if you see standing water. Our foundation options guide compares slab, frost wall and piles.
For the full cost picture, see garden suite servicing costs. For heat loss and HVAC design that reviewers accept, see OntarioHeatLoss.ca.
Welland, Thorold, Grimsby and the Townships
Welland revised subsection 5.2 of Zoning By-law 2017-117 through a housekeeping amendment to reflect Bill 23’s accessory dwelling unit permissions. The city has not published a homeowner guide with detached ADU numbers, so read 5.2 for your zone or call Planning before you design.
Thorold, Port Colborne, Fort Erie, Grimsby, Lincoln, Pelham and Niagara-on-the-Lake all sit under the same provincial rules: a house plus up to two additional units on serviced urban lots, DC exemption, and the O. Reg. 462/24 limits on how strict a town can be. Each town still sets its own heights and setbacks.
West Lincoln and Wainfleet are largely rural. Expect well and septic questions, Minimum Distance Separation on farm lots, and in some cases a temporary use by-law for a garden suite. Our temporary garden suite guide and farm garden suite guide explain how those work.
Seven Niagara Mistakes
- Treating $129,999 as the total. It is the unit. Site work, servicing, foundation interface and permits are on top.
- Assuming pre-approved means zoning-approved. St. Catharines says plainly it does not.
- Counting on the $80,000 grant. It is closed. Budget without it.
- Designing a 7 m building in urban Niagara Falls. 7 m is the rural limit. Urban is 6 m with a pitched roof.
- Putting windows high on the side wall. Niagara Falls bans openings above 4.5 m facing side or rear lot lines.
- Ignoring the 45 m fire path on a deep lot. Measure from the street to the door before you pick a spot.
- Running a short-term rental first. St. Catharines allows an ADU as a short-term rental only if it is not the primary use, and it needs licensing. Read our short-term rental rules.

Niagara Garden Suite Questions
How much is a pre-approved garden suite in St. Catharines?
The city lists four pre-approved designs. The Beech (37 m2) is $129,999 + HST and the Maple (54 m2) is $189,999 + HST from Backyard Homes Canada. OCI Group lists estimated construction costs of $160,000 for its 50 m2 small model and $225,000 for its 80 m2 large model. Site work and servicing on your lot are extra.
Is the St. Catharines ADU grant still available?
No. The Community Improvement Plan page says ADU program funding has been depleted and the program is closed, per an April 16, 2026 update. When open, it paid up to 70% of eligible costs, to a maximum of $80,000 for an exterior ADU. Check the city’s CIP page in case it reopens.
How tall can a garden suite be in Niagara Falls?
On urban lots, walls and supporting posts are limited to 4.5 m and a pitched roof to 6 m. On rural lots, walls can be 5.5 m and a pitched roof 7 m. Openings are not allowed above 4.5 m on walls facing a side or rear lot line.
How many units can I have on my lot in Niagara?
Niagara Falls allows three units total: the main house plus up to two ADUs, or one ADU if the lot has a duplex. St. Catharines allows two additional units with a detached, semi-detached or townhouse dwelling. Other Niagara towns follow the same provincial minimum of three units on serviced urban lots.
Do I need separate water and sewer for a backyard ADU in Niagara Falls?
No, and you are not allowed them. Niagara Falls says a detached ADU is served from the house’s existing connection, the water pipe must be sized for both buildings, and each building needs a shut-off valve. On rural lots the ADU connects to the existing septic if it has capacity, otherwise a new system is needed.
Do I pay development charges for a garden suite in Niagara?
Generally no. The Niagara Falls ADU guide says the province has exempted development charges and parkland dedication for ADUs under Bill 23. That provincial exemption applies across Niagara for a second and third unit on a lot. Confirm with your town before you budget.
How much parking do I need for an ADU in St. Catharines?
St. Catharines requires 0.5 spaces per ADU, rounded so that one or two ADUs need one space, plus one space for the main house. Niagara Falls requires one space per ADU, tandem allowed, and on-street parking does not count.
Will you build my garden suite in Niagara?
No. We build in Simcoe County and Georgian Bay. In Niagara we offer the $399 + HST Feasibility Report, permit packages and paid builder calls, so you can hire a local builder or vendor knowing what the full job really includes.
