Garden Suites in Cottage Country: Muskoka, Grey, Bruce and Haliburton
Two of these four areas will lend you up to $50,000 to build a rental unit, and forgive it if you keep the rent affordable. The other two have the zoning but not the money. Everywhere, the septic bed and the shoreline decide more than the by-law does.
At a glance
Zoning is set by each lower-tier town or township. The county or district sets the money programs. Check both.
Yes, most cottage country towns now allow a detached second unit, but almost all exclude shoreline or floodplain lots and require proof the septic can handle it. Bruce County offers up to $50,000, forgiven over 10 years of affordable rent. Muskoka’s MAHIP offers $40,000 (10 years affordable) or $50,000 (15 years). Grey and Haliburton have no county ARU money we could find.
Two Levels of Government, Two Phone Calls
Muskoka is a District with six area municipalities: Bracebridge, Gravenhurst, Huntsville, Georgian Bay, Lake of Bays and Muskoka Lakes. Grey and Bruce are counties made up of towns and townships. Haliburton County has four townships: Algonquin Highlands, Dysart et al, Highlands East and Minden Hills.
Here is the rule that saves you a week of phone tag. Your town or township sets the zoning: whether a detached unit is allowed, how big, how far from the house. The upper tier usually runs the money: housing programs like Bruce County’s ARU funding or Muskoka’s MAHIP. So you call the township about the building and the county or district about the cheque.
One more word to sort out first. In a lot of cottage towns, a sleeping cabin or bunkie is allowed without a kitchen. Add a kitchen and it becomes a dwelling unit with a whole different set of rules. Selwyn, next door in the Kawarthas, will not even allow a second unit on a lot that already has a sleeping cabin. Our bunkie vs garden suite page covers where that line is.
Up to $50,000, If You Keep the Rent Down
These are the only county-level ARU programs we could verify in cottage country as of October 2026. Both trade money for an affordable-rent promise. Neither is free money for a family suite at no rent, so read the conditions.
| Program | Amount | The strings | Status |

Bruce County’s own pages have shown two different rent limits over time (an April 2026 release listed $1,236 and $1,531). The County updates these, so take the number from the program page on the day you apply, not from us.
Is it worth it? Take the Bruce numbers: $50,000 forgiven over 10 years is $5,000 a year. If market rent for your unit is $300 a month above the affordable limit, you are giving up $3,600 a year to get $5,000. That math works. If market is $600 a month above, it does not. Run it on your own unit, and remember the loan sits on title for 10 years, which matters if you might sell. Our grants directory lists every program we track.
The Blue Mountains and Owen Sound Rules
Grey County’s towns have mostly updated their zoning for ARUs since the county adopted its Housing Action Plan in 2023. The two with clear published rules are The Blue Mountains and Owen Sound.
| Rule | The Blue Mountains | Owen Sound |
|---|---|---|
| Units | Full services: up to 2 ARUs. Partial or private services: 1 on lots under 0.8 ha, 2 on lots over 0.8 ha. Niagara Escarpment Plan lots: 1, in the main building | Up to 2 ARUs per lot; at most 1 in an accessory building |
| Size | Greater of 50% of the main unit or 100 m²; max 2 bedrooms | Follow the underlying zone; no separate number |
| Height | 5 m; up to 8 m if over another accessory use such as a garage | Follow the underlying zone |
| Distance / setbacks | Within 50 m of the main building; rear yard 1.2 m; other yards as for the main building | Underlying zone; accessory building must meet section 5.9 |
| Parking | Not stated in the guide | 1 additional on-site space per ARU |
| Private services | Servicing decides how many units you get; septic listed as a design item | Partially or unserviced lots need well records and/or sewage system approval before a permit |
| Other | No ARU on a lot used for short-term accommodation; MDS applies | Flood fringe needs conservation authority approval; on farms, in the house or the farm cluster |

Two things in The Blue Mountains are worth reading twice. First, the short-term rental rule: if your lot is used for short-term accommodation, you cannot have an ARU on it. In a ski and beach town, that matters. Our short-term rental page covers how this plays out elsewhere. Second, the size rule is “whichever is greater”, so even a small cottage gets 100 m² (about 1,076 sq ft). That is more generous than most of Ontario.
Owen Sound is simpler: up to two ARUs, one of them out back, one parking space each, and the normal zone rules for everything else. For Grey Highlands, Meaford, West Grey, Hanover, Chatsworth, Georgian Bluffs and Southgate, check that municipality’s zoning by-law. We have not pulled their numbers yet and would rather say so than guess.
What the Townships Allow, and Where They Draw the Line
Muskoka
Each of the six area municipalities has its own ARU rules in its own zoning by-law, and the District does not publish a combined table. The pattern across waterfront municipalities in Ontario is consistent though: shoreline lots, islands and water-access-only properties get the tightest rules or none at all, while rural and settlement lots off the water are where detached units are realistic. Call the planning desk at your town with your roll number before you design anything.
Bruce County
Bruce County’s funding program says ARUs can be detached structures in backyards or on farms, as well as inside the house. The zoning itself is set by the local municipality: Saugeen Shores, Kincardine, South Bruce Peninsula, Northern Bruce Peninsula, Arran-Elderslie, Brockton, Huron-Kinloss and South Bruce. Local planning and building approvals are a condition of the funding, and the occupancy permit is what marks completion.
Haliburton County
According to January 2025 reporting in The Highlander, Algonquin Highlands, Dysart et al and Minden Hills changed their zoning to allow accessory units, tiny homes included, on rural properties, with Minden Hills’ rules taking effect in February 2024 and Dysart’s in March 2024. Highlands East has allowed certain units since 2018. Applicants must show adequate septic capacity, and shoreline properties are excluded.
The same report counted 11 additional unit applications county-wide over about two and a half years. So the zoning is there and almost nobody is using it. Cost, insurance and landlord worries were the reasons given. Confirm current rules with your township, since this came from a news report rather than the by-law.
Rule of thumb for any cottage lot: if the lot touches water, assume no detached unit until a planner tells you otherwise in writing. If it is a rural lot back from the water with room for a second septic bed, your odds are good almost everywhere in this region.
The Septic Bed Is the Real Zoning By-law
This is our home turf. We build on wells and septic in Simcoe County every year, on the same kind of sand, clay and rock you find in Muskoka and Grey-Bruce. Here is how cottage-country garden suites actually go.
Capacity is measured in litres. The Building Code sizes a septic system by daily design flow: 750 litres a day for one bedroom, 1,100 for two, 1,600 for three, 2,000 for four. A two-bedroom suite beside a three-bedroom cottage is about 2,700 litres on one site. Most older cottage systems were never sized for that.
Old cottage systems are the usual problem. A steel tank and a bed of unknown age, built for summer weekends, is common. Before a designer will sign off on a second unit, they need to know what is there. If nobody knows, someone digs.
Shoreline setbacks squeeze the lot. Beds need clearances from the lake, the well and the buildings. On a narrow waterfront lot, there may be one legal spot for a bed, and the suite cannot sit on it.
Rock and shallow soil mean raised beds. On the Shield and the Bruce Peninsula, shallow soil over rock usually means imported fill or a treatment unit. That is trucks, and every truck on a narrow cottage road is a cost.
Access is a line item. A factory-built unit needs a crane or a long-bed truck that can reach the site. Winding seasonal roads, load restrictions in spring and tight driveways all add cost. Check before you order.
Five Steps That Save a Cottage-Country Budget
Confirm the zone and the shoreline status
Get your zone from the township and ask directly: is this lot in a shoreline, waterfront or floodplain zone, and does that block a detached unit? Get the answer by email.
Find the existing septic file
The township or health unit may have the original permit. Tank size, bed type and age tell a designer most of what they need without a backhoe.
Get a septic capacity opinion
Septic design for permits is done through SepticReplacement.ca. We do not design septic systems. Know whether you need an upgrade, a new bed or a separate system before you choose a floor plan.
Check water and access
Test the well’s yield and quality for two households. Walk the route for delivery or concrete trucks, including spring load limits on the road.
Then apply for funding, then build
Bruce County ties funding to local planning and building approvals, and many housing programs will not pay for work started before you were approved. Apply before you dig, not after.
Rural lot, septic, shoreline? This is what our Rural Pack is for.
Drawings by our BCIN design partner, site plan, heat loss through OntarioHeatLoss.ca and septic design through SepticReplacement.ca. From $2,499.99 + HST.
For the full septic process, see our rural and septic guide. For what servicing really costs, including trenching, hydro and well work, see the servicing cost guide. If the unit is temporary, for a parent, the temporary garden suite guide explains the 20-year by-law route that many townships still use.
We Build in Simcoe County. That’s the Honest Boundary.
ICFhome.ca builds garden suites in Simcoe County and the Georgian Bay area, and that is it. We do not build in Muskoka, Grey, Bruce or Haliburton, even though The Blue Mountains is close enough to see from Collingwood. For construction outside Simcoe, hire a local builder with a current HCRA licence.
If your lot is in Simcoe, in Tiny, Wasaga, Collingwood, Midland or Oro-Medonte, we will build it. Start with our Simcoe County garden suite page or talk to us about building. Site work in Simcoe and Georgian Bay is handled by Georgian Bay Siteworks.
For everywhere else in cottage country, we can still do the paper side: a feasibility report on your lot, a permit package, or a second opinion on your local builder’s quote through Talk to a Builder ($149.99 + HST for 30 minutes, $249.99 + HST for a 60-minute quote review).
Is my cottage-country lot buildable?
Shoreline zoning, septic capacity, well yield and truck access, checked on your actual lot and sent back in 48 hours. The $399 + HST is credited toward permit plans.
Cottage Country Garden Suite Questions
Can I build a garden suite at my cottage?
Sometimes. Most cottage-country towns now allow a detached additional unit, but many exclude shoreline, waterfront, floodplain and private-road lots, and all of them need proof the septic and water can handle a second household. Rural lots back from the water are the easiest. Ask your township in writing before you design anything.
Does Bruce County offer funding for a garden suite?
Yes. Bruce County’s Affordable Additional Residential Unit Funding Program offers up to $50,000 or 75% of construction costs as a forgivable loan, forgiven over 10 years if the unit is rented at or below CMHC Average Market Rent to a household under the income limit. Detached backyard and farm units qualify. Intake is continuous until funds run out.
What is the Muskoka MAHIP ARU program?
The District of Muskoka’s Affordable Housing Initiatives Program has an ARU stream paying $40,000 if the new unit stays affordable for 10 years, or $50,000 for 15 years. Rents must be at or below approved levels and tenants within income limits. The 2027 program window is open until January 8, 2027.
How big can an ARU be in The Blue Mountains?
The greater of 50% of the main unit or 100 m², with no more than two bedrooms. A detached ARU can be 5 m high, or 8 m if it sits above a garage or other accessory use, and must be within 50 m of the main building. An ARU is not allowed on a lot used for short-term accommodation.
Can I have an ARU and rent my cottage on Airbnb in The Blue Mountains?
No, according to the Town’s August 2024 ARU guide. An ARU is not permitted on a lot used for short-term accommodation. You have to pick one or the other for that property.
Are garden suites allowed on Haliburton waterfront lots?
Generally no. Local reporting from January 2025 says Algonquin Highlands, Dysart et al and Minden Hills allow accessory units on rural properties if the owner shows adequate septic capacity, but shoreline properties are excluded. Confirm with your township, since rules can change.
Do I need a new septic system for a cottage garden suite?
Often, yes. The Building Code sizes septic by daily design flow, 750 litres a day for a one-bedroom unit and 1,100 for two, added to the main dwelling. Older cottage systems were rarely sized for two households. A septic designer has to confirm capacity, and SepticReplacement.ca prepares septic designs for permits across Ontario.
Will ICFhome.ca build a garden suite in Muskoka or Grey County?
No. We build in Simcoe County and the Georgian Bay area only. Outside Simcoe we offer the free Rules Checker, the $399 + HST Feasibility Report, permit packages and paid quote reviews, and you hire a local HCRA-licensed builder to build.
